I assume it is art. "Hier" means "here", and these paving stones can be found throughout the city. This one is near Wöhrder Wiese.

No, I do not think so.
I remember from either a museum visit or a sightseeing tour that this marks the place of either the first electric lanterns in Nuernberg, or the last gas powered ones.
30 minutes of google reference search however were fruitless.
(I think I saw this in the Museum fuer Industrie Kultur. Have to visit it again.)
Here it is. What is that all about. I suppose you stand there if someone is in town they are supposed to go stand on here. LOL
That is almost funny. I like the idea though if it had a different name like Move.
