As you see, we also have dirty houses in Nuremberg, and this is not even far away from the shinier parts of the city.
I think that it belongs to the parish of (a wild guess!) St. Jakob and houses offices or the parish hall or probably both. Near Unschlittplatz / Mohrengasse.
